Unified Procedure for Construction and Building Registration

A solution aimed at reducing bureaucracy — a single digital process covering the entire construction cycle, from submission of the construction intention to registration of the building in the Land Register.

This may lead to significant savings in time and resources for both developers and private individuals, provided that in practice the unified building registration process operates seamlessly across the Construction Information System (BIS), the Cadastre and the Land Register.

With the introduction of a “one-stop shop” within BIS, it is envisaged that, in certain cases, the State Land Service will no longer be required to carry out a physical inspection of the building or prepare a separate cadastral survey file. Instead, this will be done after the building has been accepted into operation, using data obtained from BIS. As a result, a new procedure is introduced whereby building façades (from all technically feasible sides) must be photographed and uploaded to BIS upon completion of construction works. 

This information will serve as cadastral data reflecting the actual condition of the building and will be used for registering building data in the State Real Estate Cadastre Information System.

This procedure will apply both to the construction of new buildings and to construction intentions that alter a building’s façade or external appearance, regardless of the type of construction procedure applied (construction notification, explanatory statement or building permit).

The quality of implementation will be decisive, particularly with regard to data accuracy, information exchange between institutions, and situations where the process may still require manual intervention.
In this respect, explanatory materials and guidelines prepared by the State Construction Control Bureau could play an important supporting role for participants involved in the construction process.​
